Authorizing a regional compact for restoring salmon runs.



          AN ACT Relating to an interstate compact for restoration of native salmonid fish runs; adding new sections to chapter 75.40 RCW; and providing an effective date.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

          NEW SECTION.  Sec. 1.  A new section is added to chapter 75.40 RCW to read as follows:

          The state of Washington is authorized to enter into an interstate compact with the states of California, Idaho, and Oregon to protect and restore coastal ecosystems of these states to levels that:

          (1) Prevent the need for listing any native salmonid fish species under the federal endangered species act of 1973, as amended, or under any comparable state legislation; and

          (2) Sustain natural production of these species at levels that provide substantial environmental, economic, and social benefits.

 

          NEW SECTION.  Sec. 2.  A new section is added to chapter 75.40 RCW to read as follows:

          (1) The governor, or an employee of the governor designated by the governor, shall coordinate the efforts by the state of Washington to work with the states of California, Idaho, and Oregon to develop regional plans that incorporate local involvement and coordinated restoration activities, strategies, and programs provided under chapter 4, Laws of 1993 1st sp. sess., to achieve the goals of a regional interstate compact as set forth under section 1 of this act.

          (2) In developing regional plans under subsection (1) of this section, the governor shall consult with affected Indian tribes, the department of ecology, the department of fish and wildlife, and the regional fisheries enhancement group advisory board and agencies of the states of California, Idaho, and Oregon that have corresponding responsibilities in those states and that are responsible for watershed or fisheries management and for other activities pertaining to the goals of the interstate compact as set forth in section 1 of this act.

          (3) Until such time as the agencies in California, Idaho, Oregon, and Washington present a final proposed interstate compact for enactment by their respective legislative bodies, the governor may establish cooperative agreements with the states of California, Idaho, and Oregon that allow the states to coordinate their individual efforts in developing state programs that further the region-wide goals set forth under section 1 of this act.

 

          NEW SECTION.  Sec. 3.  This act shall take effect July 1, 1994.
