Reducing pilots in Grays Harbor pilotage district.



    AN ACT Relating to authorizing the provision of pilotage services in the Grays Harbor pilotage district by port districts; adding a new section to chapter 53.08 RCW; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  The legislature finds and declares that:

    (1) Declining vessel calls in the Grays Harbor pilotage district have impaired competitive pilotage service to waterborne commerce in the Port of Grays Harbor and have created extreme and unpredictable earning cycles for pilots licensed by the board of pilotage commissioners under chapter 88.16 RCW to serve the district.  The present level of vessel traffic is unable to support the current number of pilots licensed as of January 1, 1994; and

    (2) A reduction in the number of pilots in the Grays Harbor pilotage district is needed to improve the business efficiency of pilots serving the district and to ensure competitive pilotage service in the Port of Grays Harbor.

 

    NEW SECTION.  Sec. 2.  A new section is added to chapter 53.08 RCW to read as follows:

    A county-wide port district located, in part or in whole, within the Grays Harbor pilotage district, as defined by RCW 88.16.050(2), may offer annuities and benefits or other incentives, to selected active pilots licensed for the Grays Harbor pilotage district by December 31, 1993, for the purpose of bringing the number of active pilots in line with the available work load in the pilotage district.
