Providing an incentive for legislators to teach two days a year.



    AN ACT Relating to legislator-teachers; adding a new section to chapter 28A.320 RCW; and creating a new section.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  Education has become much more demanding, difficult, and complex.  Public and legislative expectations for the education of our children are high but often create additional pressures for the performance of educators.  It is more important than ever that persons who want to help improve the education system have an understanding of the realities of teaching today.  Toward that end, it is the intent of this act to encourage legislators to spend time in schools in teaching roles.

 

    NEW SECTION.  Sec. 2.  A new section is added to chapter 28A.320 RCW to read as follows:

    (1) Any legislator may teach so long as such service is performed under the general supervision of a certificated instructional staff.  For the purposes of this section, general supervision may include the legislator teaching without the certificated instructional staff being in the classroom but being in the building and readily available.  It is the joint responsibility of the legislator, school district, principal, and teacher to determine what the legislator will teach.

    (2) Legislators may claim no more than two days per diem per year for teaching under subsection (1) of this section, however the legislator must teach at least four hours of the day for which per diem is claimed.

    (3) Any legislator who is certified to teach in this state shall be ineligible to claim per diem under subsection (2) of this section.

    (4) The state board of education may adopt such rules as are necessary to implement this section.
