Contracting for delinquent child support.



    AN ACT Relating to contracting for the collection of delinquent child support payments; and adding a new section to chapter 43.20B RCW.

 

BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:

 

    NEW SECTION.  Sec. 1.  A new section is added to chapter 43.20B RCW to read as follows:

    (1) The office of support enforcement shall establish a pilot project to contract out to collection agencies the task of establishing the location, identification, employment status, and assets of persons who owe the department of social and health services fifteen hundred dollars or more or have not paid in the last six months towards their debt to the department or whose last known address was outside of the state of Washington.

    (2) The department shall solicit proposals and shall select a collection agency that has computerized location and asset information service capabilities.

    (3) The department shall track the cases that it refers to collection agencies and shall evaluate the effectiveness of contracting out such services.

    (4) The pilot project shall begin on July 1, 1994, and end on July 1, 1996.

    (5) The department shall report to the legislature on the results of its analysis under subsection (3) of this section.
