AN ACT Relating to community and technical college capital projects; adding new sections to chapter 28B.50 RCW; and creating new sections.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. The legislature recognizes that quality in the state's community and technical colleges would be strengthened by additional partnerships between citizens, private industry, and the colleges. The intent of this act is to encourage community and technical colleges to raise money from private sources for capital projects by providing state funds to match the private money or contribution for a specific capital project.
NEW SECTION. Sec. 2. A new section is added to chapter 28B.50 RCW to read as follows:
The community and technical college capital account is hereby created in the general fund. The college board shall adopt rules and procedures that shall govern the recommendations for use of funds appropriated to the community and technical college capital account.
The college board shall include in the biennial capital budget request for the community and technical college system any project proposed for funding from the community and technical college capital account, including the amounts of funding to be available from private sources, from the community and technical college capital account, and from the general capital appropriation to the community and technical college system.
NEW SECTION. Sec. 3. A new section is added to chapter 28B.50 RCW to read as follows:
The college board shall include in its biennial capital budget request a description of expenditures made pursuant to prior legislative appropriations of community and technical college capital account funds.
NEW SECTION. Sec. 4. By January 15, 1995, the college board shall submit to the legislature a report setting forth its plans for implementing the provisions of chapter . . ., Laws of 1994 (this act). The report shall include the college board's policy and criteria for recommending allocations of available funds in the community and technical college capital account and the procedures to be followed by applicants.
