Forming the Washington-Hyogo Legislative Friendship Association.



    WHEREAS, Washington State and Hyogo Prefecture Japan have been sister states for over thirty years, making this the oldest sister state relationship in the country; and

    WHEREAS, Relationships between Washington State and Hyogo Prefecture have been very cordial, resulting in significant international trade and tourism, many educational and cultural exchanges, including Hyogo Prefecture opening a Hyogo Cultural Center in Seattle, and productive government-to-government relationships; and

    WHEREAS, The members of the Hyogo Prefecture Assembly have formed a Japan-America Friendship League, which has among its stated purposes friendship exchanges with their sister state, Washington; and

    WHEREAS, Numerous members of the Hyogo Prefecture Assembly have visited our state capital over many years, including an especially large and distinguished delegation in 1993 to participate in a major celebration of the thirtieth anniversary of our sister state relationship;

    NOW, THEREFORE, BE IT RESOLVED, By the Senate of the State of Washington, the House of Representatives concurring, That the Washington State Legislature hereby form a reciprocal friendship association to be named the Washington-Hyogo Legislative Friendship Association, to which all members of the Legislature and the lieutenant governor shall belong.

    The purpose of this association shall be to promote friendship and exchange with Hyogo Prefecture.

    Other current and former state elected officials and former legislators may become ex officio members.  The State International Protocol Officer shall be an ex officio member;

    BE IT FURTHER RESOLVED, That:

    (1) A joint Washington-Hyogo Friendship Committee is hereby created to provide leadership for the association.  The committee shall consist of eight members, two from each major caucus of the Senate and the House of Representatives to be appointed by the President of the Senate and the Speaker of the House of Representatives, respectively.

    (2) The State's International Protocol Officer shall be an ex officio member of the joint committee.

    (3) The members of the joint committee shall select from among their members a chair and such other officers as the committee deems appropriate.

    (4) The joint committee may appoint as needed to carry out its duties the following:

    (a) Committees of the association;

    (b) Advisory groups of nonmembers.

    (5) The Secretary of the Senate and the Chief Clerk of the House of Representatives shall assure that the minor administrative support needed is provided.

    (6) Activities of the committee and the association may be supported by the Office of International Relations and protocol under RCW 43.290.020.
