AN ACT Relating to public contracts; adding a new section to chapter 39.04 RCW; creating a new section; and repealing RCW 43.82.015.
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF WASHINGTON:
NEW SECTION. Sec. 1. A new section is added to chapter 39.04 RCW to read as follows:
Any work, construction, alteration, repair, or improvement, other than ordinary maintenance, that the state or a municipality causes to be performed by a private party through a contract to rent, lease, or purchase at least fifty percent of the project by one or more state agencies or municipalities shall comply with chapter 39.12 RCW.
NEW SECTION. Sec. 2. Section 1 of this act shall not apply to any project for which a call for competitive bids was made before the effective date of this act.
NEW SECTION. Sec. 3. RCW 43.82.015 and 1987 c 321 s 1 are each repealed.
