     Allows a defendant to select death by lethal injection or by hanging for crimes committed before the effective date of the act.

     Provides that, for crimes committed after the effective date of the act, death shall be by lethal injection unless that form of execution is held invalid.

     Directs the administrator for the courts to conduct an ongoing comparison study of racial and gender proportionalities with respect to aggravated first degree murder cases.
