     Declares an intent to simplify the department of fisheries recreational licensing system.

     Provides an increase in recreational license fees and commercial landing taxes to avoid reductions in enhancement programs.

     Repeals RCW 75.25.015, 75.25.040, 75.25.090, 75.25.100, and 75.25.126.
