(DIGEST AS ENACTED)

     Revises provisions prohibiting the criminal use of explosives.

     Provides that a person who exhibits an explosive or improvised device with the intent to frighten another person is guilty of a class C felony.

     Authorizes the seizure and forfeiture of explosive devices.

     Requires personal notice to persons with a known interest in the seized property.

     Places the burden of proof on the seizing agency.

     Requires a report within twenty-four hours of a loss or theft of explosive devices.
