(DIGEST AS ENACTED)

     Directs the office of marine safety to implement a field operations program to coordinate marine safety measures with the maritime community, federal and state agencies, and Washington's citizens.

     Provides that oil spill prevention will be given priority for funding from the oil spill administration account starting with the 1995-1997 biennium.

     Directs the marine oversight board to study the need for additional funding and report by November 1, 1993.
