HB 1166 - DIGEST

     Establishes procedures for the processing of petitions proposing the creation of a new county.

     Designates the official date for the certification of a new county and provides for the election of new county officials.

     Specifies an interim transition period.

     Provides for the adoption of budgets.

     Designates preference for laid-off employees of the parent county's sheriff's department to be transferred to the new department.

     Establishes procedures to distribute debts, property, and assets.

     Provides for the transfer of records and pending cases.

     Authorizes emergency medical care and services levies.

     Provides for the transfer of library districts, port districts, metropolitan municipal corporations, public utility districts, and public hospital districts.

     Repeals RCW 36.09.020, 36.09.035, 36.09.040, and 36.09.050.
