     Provides that grant payments shall be reduced only to the extent that countable income received exceeds one hundred fifteen percent of the grant standard.

     Directs amendment of the state plan to eliminate the one hundred hour work rule for recipients of aid to families with dependent children-employable.

     Provides for a pilot project using electronic benefit transfer technology for public benefits.

     Directs the provision of grants to community action agencies to provide job opportunities and basic skills training program participants with transitional support services and job retention services.

     Establishes the job opportunities and basic skills training program executive committee and authorizes the committee to direct the employment security department and the department of social and health services to implement the chapter consistent with available funds.

     Excludes child support income in determining food stamp need and eligibility.

     Directs the department to allow education to satisfy the federal work quarters requirement for eligibility requirements and requires school age recipients of aid to be provided with a fifty dollar school allowance each September.

     Emphasizes educational efforts that prepare participants for long-term unsubsidized employment and economic independence.

     Makes appropriations to carry out the purposes of the act.
