     Revises provisions relating to fees for filing an application to appropriate public water.

     Prohibits action on the application until the fee is paid in full.

     Authorizes a surcharge on water rights applications for the period of July 1, 1993, to June 30, 1994.

     Creates a water rights fees task force and specifies its duties and responsibilities.

     Encourages the installation of trickle irrigation systems.
