     Changes date by which Seattle, Spokane, and Tacoma must make election to have its employee retirement system included in state plan to December 31, 1993.

     Requires city to bear any additional cost it may incur by participating in state public retirement system.

     Provides that the act shall be null and void if appropriations are not approved.
