(SUBSTITUTED FOR - SEE 2ND SUB)

     Provides for a simple majority of electors voting to authorize school district levies and bonds.

     Provides that the act shall take effect if the voters approve a constitutional amendment at the next general election.

     Repeals RCW 28A.530.020.
