     Requires the departments of fisheries and wildlife, jointly with the appropriate Indian tribes, to establish a wild salmonid policy by December 31, 1993.

     Directs the conservation commission to appoint a technical advisory committee to develop recommended wildlife and fish habitat management standards.

     Places requirements on the management of agricultural and grazing leases beginning December 31, 1994.

     Directs Washington State University to report on how to best integrate fish and wildlife considerations with the existing curriculum.

     Provides for incentives to water users to conserve water.

     Provides for the appointment of a fish and wildlife education council.
