     Declares that the department is carrying out duties owed to the public in general and not to any individual person or class of persons separate and apart from the public.

     Authorizes agencies of the United States to recover expenses incurred in fighting fires.

     Requires investigations of all forest fires to determine whether a criminal act or negligence was the origin and cause of the fire.
