(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Reduces the population requirement for creation of a public facilities district from three hundred thousand to one hundred ninety thousand in the county if it meets designated criteria.

     Establishes additional criteria for counties with two hundred thousand or more population.
