(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Makes it a misdemeanor offense for a person under eighteen to purchase, possess, or use tobacco products.

     Allows law enforcement officers and school officials to confiscate tobacco products in the possession of minors.
