(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Authorizes the formation of a public nonprofit corporation to be called the Washington wildlife heritage trust.

     Specifies the duties of the board.

     Creates the Washington wildlife heritage trust fund.

     Makes an appropriation of two hundred fifty thousand dollars to carry out the purposes of the act.
