     Directs the state auditor to conduct policy and performance audits of the department of veterans affairs, the Washington soldiers' home, and the Washington veterans' home to enhance the control of costs.

     Does not require the audit if a recent federal or other audit has been completed.

     Requires a report of findings by January 1, 1994.
