     Establishes collective bargaining procedures for public four-year institutions of higher education.

     Designates unfair labor practices of employers and employees.

     Establishes dispute resolution procedures.

     Takes effect October 1, 1993.

     Exempts Central Washington University from coverage of the act until October 1, 1994.
