     Prohibits, after January 1, 1995, the taking of coastal crab in Washington coastal waters without a commercial license.

     Designates requirements for the issuance of a license.

     Allows transfer of a license when a vessel is sold or destroyed upon payment of a portion of the proceeds to the department.

     Creates the coastal crab account with funds to be used for management of resource activities.

     Prohibits the issuance of new licenses after December 31, 1995, absent specified exceptions.

     Allows issuance of a license to certain designated Oregon vessels.

     Authorizes a surcharge of fifty dollars with each coastal crab pot license until June 30, 2000.

     Authorizes applications for new licenses when fewer than one hundred seventy-five persons are eligible for coastal crab licenses.

     Requires the preparation of a resource plan to achieve even-flow harvesting and long-term stability of the coastal crab resource by December 1, 1995.
