HB 1474 - DIGEST

     Creates the office of citizen councilors.

     Authorizes any registered voter to become a citizen councilor.

     Establishes procedures to determine suggested issues for public discussion.

     Creates the office of citizen councilor coordinator in the department of community development and directs the coordinator to encourage the formation of citizen councilor groups throughout the state.

     Directs governmental entities to actively seek the input of the citizen groups.

     Requests donations to defray the costs of the program.
