     Establishes an application fee for a new surface mining permit of six hundred fifty dollars.

     Provides for an annual fee, after June 30, 1993, of six hundred fifty dollars.

     Deposits all fees into the surface mining reclamation account.

     Repeals RCW 78.44.110.
