     Requires the business assistance center to provide technical assistance to minority and women-owned business enterprises, including assistance in marketing, finance, and management.

     Requires assistance in enhancing export activities for minority and women-owned businesses.

     Authorizes the department of trade and economic development to contract with organizations to establish a standard course of instruction available to minority and women small business owners.

     Enhances opportunities for these businesses to directly and meaningfully participate in the execution of public contracts for public works and construction.

     Establishes the state minority and women-owned businesses loan fund committee to approve applications for loans from qualified owners.

     Directs the committee to keep performance records on the loans made and report to the legislature annually.
