HB 1494 - DIGEST

     Requires each state agency that administers a rule adopted prior to January 1, 1989, to either repeal the rules, amend the rules, or complete a review of the rules by July 1, 1996.

     Specifies the requirements of the review process.

     Declares that the failure to abide by the review requirements will render a rule that imposes costs on small businesses null and void after July 1, 1996.

     Provides for declaratory judgments to invalidate rules.

     Requires rules adopted after July 1, 1993, to contain a termination date of sixty months after adoption.

     Authorizes readoption of a rule in certain situations.
