     Revises provisions of chapter 13.34 RCW relating to dependent children when the parent has a history of alcohol or substance abuse.

     Establishes procedural requirements for hearings on petitions to require appropriate placement of the children.

     Revises reporting requirements of persons having knowledge of child abuse.

     Establishes procedures to prevent the risk of harm to children by a person granted visitation rights by a court order.
