     Declares a goal that all residents shall receive needed health services by July 1, 1998.

     Transfers the powers, duties, and functions of the Washington basic health plan to the Washington state health care authority.

     Revises existing provisions of the basic health plan.

     Revises provisions for state-purchased health services.

     Establishes the Washington state health insurance purchasing cooperative.

     Provides for a health care data system.

     Proposes solutions to health professional shortages.

     Creates the Washington health services commission.

     Designates health plan certification standards.

     Requires individual and employer participation.

     Designates health care practice guidelines.

     Repeals RCW 48.46.370, 48.46.160, and 48.46.905.

     Revises provisions for health care liability reform.

     Requires mandatory mediation of health care malpractice claims.

     Establishes the Washington health services account.

     Revises provisions pertaining to worker's compensation medical benefits.

     Establishes revenue sources.
