     Declares the goal of the act is to provide a decent home in a suitable environment for every resident of the state by strengthening public and private institutions that are able to provide assistance.

     Establishes the affordable housing advisory board.

     Requires preparation of a five-year housing advisory plan.

     Requires a report, by December 15, 1993, on the development and placement of accessory apartments.
