     Provides for the determination of maximum and minimum tuition and fees.

     Designates guidelines for making appropriations from the state's general fund to institutions of higher education.

     Creates the higher education efficiency account.

     Restructures the state's financial aid programs into a comprehensive and coordinated program known as college promise to expand and modify three existing programs for needy students:  The state need grant program, the work study program, and the educational opportunity grant program.

     Makes an appropriation of one hundred twenty thousand dollars to carry out the purposes of the act.
