HB 1613 - DIGEST

     Directs the joint administrative rules review committee to serve as an ombudsman for the people of the state in connection with the state's administrative agencies.

     Authorizes residents to appeal to the committee for review of a proposed or existing rule to determine compliance with legislative authority.
