HB 1726 - DIGEST

 

     Grants state employees the right to organize for the purpose of negotiating wages, hours, and other terms and conditions of employment.

     Establishes a joint labor management board.

     Requires the publication of salary schedules and benefit plans by December 10 of every even-numbered year.

     Requires layoffs and subsequent layoffs to be implemented according to seniority.

     Establishes conditions and requirements for the participation in strike activities.

     Abolishes the state personnel appeals board and transfers its powers, duties, and functions to the state personnel board.

     Transfers all powers, duties, and functions of the higher education personnel board pertaining to labor relations functions to the public employment relations commission.

     Repeals provisions of chapters 28B.16, 41.06, and 41.64 RCW.
