(DIGEST OF PROPOSED 2ND SUBSTITUTE)

     Provides for a citizen suggestion program to encourage and reward meritorious suggestions that will promote efficiency and economy in the performance of any function in state government.

     Provides for an appeal of a decision not to grant an award to a citizen.

     Takes effect January 1, 1995.
