(DIGEST AS ENACTED)

     Requires the designation of an industry type and up to ten facilities, not later than January 1, 1995, to be the focus of a pilot multimedia program.

     Provides for the investigation of the feasibility of issuing facility-wide permits.

     Establishes a pilot program to encourage environmental permit program efficiency and pollution prevention through increased private sector participation in the preparation of waste water discharge permits.

     Requires a study to evaluate the feasibility of utilizing private sector expertise for permit compliance assurance activities.

     Requires a report to the legislature by December 1, 1996.
