HB 1745 - DIGEST

 

     Recognizes the principles of collective bargaining by granting state employees the right to organize for the purpose of negotiating wages, hours, and other terms and conditions of employment.

     Creates the state employees' relations commission.

     Designates collective bargaining procedures.

     Provides for arbitration of disputes.

     Designates unfair labor practices and provides for court resolution of disagreements.

     Exempts some classes of employees from coverage of the chapter.

     Abolishes the state personnel appeals board and the higher education personnel board and transfers the powers, duties, and functions of those agencies to the state personnel board.

     Repeals provisions of chapter 28B.16, 41.64, and 41.06 RCW.
