(DIGEST OF PROPOSED 2ND SUBSTITUTE)

     Designates minimum standards for adoption by law enforcement agencies of a written policy on vehicular pursuits.

     Requires development of a written model policy on vehicular pursuits.

     Requires all law enforcement officers to be trained in vehicular pursuits by December 31, 1996.
