(DIGEST AS ENACTED)

     Revises provisions for the licensure and regulation of well contractors and operators.

     Imposes fees on each well constructed in this state on or after July 1, 1993.

     Authorizes the department to repair or decommission a well if the construction standards are not met.

     Establishes procedures and requirements for the issuance of training licenses.

     Provides that fees paid under chapter 18.104 RCW shall be credited to the reclamation account established by chapter 89.16 RCW.

     Revises provisions for the assessment of a civil penalty.

     Provides for the appointment of a technical advisory group.
