(DIGEST AS ENACTED)

     Provides for an analysis of the inventory of state-owned lands and buildings.

     Encourages use of publicly owned surplus and underutilized land and buildings suitable for the development of affordable housing for low income and special needs populations.

     Provides that the act shall be null and void if appropriations are not approved.
