HB 1826-S - DIGEST

(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Provides fiscal assistance to help local governments provide for additional police protection, ease congested court systems, and relieve overcrowded jails.

     Initiates a review of the criminal justice needs of cities and counties and the resources available to address those needs.

     Transfers funds from existing criminal justice accounts to the emergency or extraordinary criminal justice event account.

     Provides that the punishment for local criminal ordinances must comply with the state law provisions.

     Repeals RCW 82.14.301.

     Establishes minimum salaries for municipal court judges and requires election of full-time municipal court judges.

     Requires cities and towns to report B & O and utility tax receipts as a condition of receiving motor vehicle excise tax distributions after January 1, 1994.
