     Creates the coastal economic recovery account for deposit of revenues from coastal fishing and recreational activities, and from federal funds received by the state for oil and gas exploration, habitat restoration, grants for economic dislocations by implementation of the endangered species act, and from rivers and streams mitigation efforts.
