(DIGEST AS ENACTED)

     Requires each regional transportation planning organization to prepare and update periodically a regional transportation strategy and to prepare a regional transportation plan.

     Designates the elements for comprehensive plans for state, regional, and local goals.

     Provides for state-wide consistency in the planning process.

     Directs the legislative transportation committee to coordinate a comprehensive study on the relationship between state transportation facilities and local comprehensive plans.
