     Requires fishing guides to have first aid and CPR certification, and to maintain liability insurance.

     Makes the failure to abide by licensing requirements a misdemeanor offense.

     Issues a single license document for fishing guides and salmon guides.

     Establishes reciprocity requirements for Idaho and Oregon guides.

     Authorizes the holder of a charter license to designate up to six alternate operators.
