     Creates opportunities for citizens to engage in full-time, meaningful volunteer service in governmental or private nonprofit agencies or activities.

     Establishes procedures for selection of volunteers.

     Authorizes the volunteers to receive a monthly subsistence allowance and a postservice stipend.

     Provides for medical aid coverage, but prohibits other types of benefits.

     Provides that the volunteers shall not displace currently employed workers.
