     Revises provisions relating to withdrawal of public ground waters.

     Revises requirements for evidence of potable water supplies prior to issuance of building permits.

     Prohibits the establishment of a public water system, after January 1, 1994, unless it is owned and operated by a satellite system management agency in accordance with RCW 70.116.134.
