     Creates an environment in which the state institutions of higher education have the authority and flexibility to enhance attainment of state-wide goals and objectives for the state's postsecondary education system through decisions and actions at the local level.

     Directs the higher education coordinating board to report recommendations to enhance institutional efficiencies.
