(DIGEST OF PROPOSED 1ST SUBSTITUTE)

     Revises provisions relating to sentencing of offenders.

     Directs the sentencing guidelines commission to conduct a study evaluating the impact of revisions to RCW 9.94A.120 (6), (7), and (9).

     Directs the sentencing guidelines commission to ensure that the inmate population does not exceed the maximum operational capacity of the correctional facilities.

     Provides authorized sentencing options.

     Creates the Washington council on justice policy to review the state's long-range strategy for criminal justice policies.
