(DIGEST AS ENACTED)

     Abolishes the higher education personnel board, and the personnel board and transfers their powers, duties, and functions to the Washington personnel resources board.

     Assesses a charge to state agencies and higher education institutions to fund the department.

     Increases the number of exempt positions.

     Increases the number of names to be submitted to agencies hiring new employees.

     Designates the Washington management policy to attract and retain qualified managers.

     Declares a policy of the state to create an organizational culture in state government that respects and values individual differences and encourages the productive potential of every employee.

     Repeals provisions of chapters 28B.16 and 41.06 RCW.

     Creates an interim task force to study collective bargaining, contracting out, and other civil service issues.
