     Creates the department of human resources.

     Abolishes the department of personnel, the higher education personnel board, and the personnel board and transfers their powers, duties, and functions to the new department.

     Creates the Washington management service to attract and retain qualified managers.

     Declares a policy of the state to create an organizational culture in state government that respects and values individual differences and encourages the productive potential of every employee.

     Transfers all powers, duties, and functions of the department of personnel, the personnel board, and the higher education personnel board pertaining to collective bargaining to the public employment relations commission, except that arbitration of grievances shall be transferred to the personnel appeals board.

     Repeals provisions of chapters 28B.16 and 41.06 RCW.

     Designates collective bargaining procedures for institutions of higher education, and for state employees.

     Authorizes employee strikes under designated circumstances.

     Designates unfair labor practices and procedures for resolution of disputes.
